What's the Deal with Scooters and Mopeds? Are they Real Motorcycles? Are Scooter Bros Bikers?

So I wanted to take on the topic of Scooters, mopeds, and biker culture.
Do you think scooters and mopeds are real motorcycles?
I feel like they are in the sense of being two wheeled vehicles powered by an engine. But they tend to shun themselves from motorcycle culture.

I've never seen a "Scooter Bro" give a biker wave. Never seen them sho up to bike night events, but I have heard them complain about not being accepted by bikers.
