"Before the arrival of this new asset, we (must) prepare material requirements and facilities for these ships and platforms so that we will ensure that within 10, 20 years, they are still operating and fighting," Bacordo said when asked what he would push. as the highest ranking new PN officer.

In the pipeline for PN are two Jose Rizal class frigates armed with missiles which are expected to be sent in May and September this year.

Still awaiting approval is the acquisition of six offshore patrol vessels and eight fast attack missile carriers and two corvettes.

Bacordo said maintenance and maintenance facilities were needed to ensure that Navy ships and platforms would not return like other PN assets due to lack of maintenance.

He was referring to Navy patrol reconnaissance aircraft armed with 30 mm Emerlec guns and three 76mm Oto-Melara automatic equipped with Jacinto-class cannons equipped with cannons each obtained in the 1980s and 1990s. Weapons have deteriorated due to lack of maintenance.

Another example, he said, are three offshore patrol boats from the Gregorio Del Pilar class, each equipped with two marine gas turbines that allow the ship to run faster and with less noise.

And due to lack of maintenance, only two of the six gas turbines are still operating, Bacordo said.

Bacordo said these problems would be avoided if the PN also invested in obtaining dry docks, special equipment, equipment and skills that would enable its personnel to maintain medium level depot maintenance on their assets and port or port facilities for larger facilities. vessels.

To overcome this problem, Bacordo vowed to work hard to ensure that the PN would have the ability to properly maintain military materials and equipment during his tenure.

"To do that, we must have a change of mindset. For me, that is the biggest challenge. Changing the mindset of every sailor and marine from 'legacy navy' to modern navy," Bacordo said.

"This means that the old counter-productive system will be removed. You need to think modern and do modern." "Among the things we have to delete are temporary solutions," he added.

Bacordo was cited as an example of the habit of repairing leaky pipes in ships by wrapping holes in rubber strips rather than removing pipes and determining if there was rust in them and replacing them with new ones.

He said this temporary solution mentality was not needed when operating equipment or platforms worth billions of pesos.

As head of the new PN, Bacordo said he would also allow naval officers to specialize in their chosen fields rather than emphasizing career paths which would ultimately lead to the command of a navy ship.

"Let these people specialize also in their respective fields. Give them space in the organization. Give them space too so that they will have their respective careers as personnel, as logisticians, as communication officers, (as weapons officers, electronics , officer information system), "he added.

Bacordo, a member of the Philippine Military Academy Class in 1987, succeeded Deputy Chief of Staff Admiral Robert Empedrad, who officially retired from service on Monday (3 February) after reaching the required retirement age of 56 years.

Empedrad was a member of the PMA Class in 1986 and has served as PN head since December 2017.

In addition to being the commander of the Philippine Fleet since April 2019, the new PN head also served as head of the Southern Luzon Navy System and Naval Command.
